[Vxl-maintainers] change to the vxl-users list policy

Hi all, I have been receiving an increasing number of emails direct addressed to me, that really should have been sent to vxl-users. I have updated the vxl-users policy in the hope of reducing it, or at least being able to provide one line boilerplate replies. Any objections - let me know.
