Is there a possibility to create an Allow rule only using a MAC-adres? When I try to create a host in a zone/network with a MAC-adres it also wants an IP adres otherwise it doesn't want to create the rule.

No, Vuurmuur builds on iptables and iptables is an ip firewall. Iptables' capabilities to filter on mac addresses are quite limited. A host in Vuurmuur thus needs an ipaddress.
You could maybe try to automatically update the host with the new ipaddress using vuurmuur_script.
