You can create a [Combined] section in the searchbox.ini to incorporate combined options.
You might also want to consider making Combined your defaultModule in config.ini.

Strike that bit about switching the order. I was actually in /WorldCat. The order does not matter.

If I put WorldCat before Solr in the combined.ini file then the results are all WorldCat and there is nothing from Solr.
