Assuming that you're definitely accessing the correct hostname and port number (you might want to double-check the config.ini file if you haven't already), the most likely cause of the problem is a security measure of some sort -- perhaps the port is blocked.  Generally speaking, this is good practice -- you don't want to expose that admin panel to the whole world.  It's inconvenient for moments like this, though.  If you have direct access to your VuFind server and can run a browser there, you can try logging in and opening it up as localhost.  Alternatively, it might be possible to make an exception to the security rules to allow  you access, if that is indeed the problem.
