[vsedebug-general] Version 1.0c release

Hot on the heels of 1.0b, 1.0c fixes the major bug introduced in 1.0a
that got passed over.   It also eliminates the extra menu item after
install and changes the name of the VSEDebug Setup menu item from "VSE
Debug Setup" to "VSEDebug Setup".  A purely aesthetic change.
 
As far as changes in the future go, I have been asked to write an
iterator script, which should prove useful.  Look for that in the next
release, either as a separate file, or a whole release, depending on
what else is in there.
