#7 Error when less votes than candidates

If the number of candidates voted for is less than the
number of places (so there is a need to elect
candidates that no-one has voted for), the program
behaviour is undefined (will go into enless loop or crash).

This has been assigned a low priority because it should
not affect 'real' elections.
