#27 LED won't turn off at startup

If power off at startup is selected, the MVP boots up,
turns its video signal off as it should, but fails to
turn off it's LED. If it is powered off later it
correctly turns off it's LED.

It is the same code that is run on both occasions, and
besides, it's only one ioctl! How come it doesn't work
the first time!
