#5 Separate queues for large/small files

Maintain separate download queues for large and small
files, to avoid the problem of a small download, which
would have downloaded quickly, waiting forever for
several large downloads to finish. There would be in
effect a main queue which picks alternately from the
large-file and small-file queues.
