I am able to run viewer on this machine to any other
machine fine, but the server sends the desktop over
and over. (see attached screen .jpg)

I have tried different resolutions, and running the
viewer as local loopback, and from other
workstations. I have also tried the browser and the
same thing happens.

I have tried starting NT4.0 in VGA mode, with the same
results.

The machine is running NT4 with SP6a. EON Permedia2
video and drivers.

I suspect it is the driver, but if not Any help would
be greatly appreciated.

I do not see any file attached to this message. What does
"sends the desktop over and over" mean? How does it look
    like?

From the screenshot, it seems like you're accessing a
machine from itself (loopback connection). The viewer draws
initial screen contents on itself, the server notices
changes on the screen, send them to the viewer, and so on.

Just don't use this mode, connect from one machine to
another instead. VNC and TightVNC do not organize virtual
screens, and drawing parts of a screen on itself does not
    make much sense...
