#1265 The '-reload' command shows Popup window if server is stopped

According TightVNC for Windows: Server Command-Line Options the '-reload' command can be executed only by using command-line interface. But in this case it shows popup window that can stop batch script execution, for example.

Steps:
1. stop VNC service
2. run in CMD window : tvnserver.exe -controlservice -reload
Actual:
Popup window with error "Failed to connect to TightVNC Server" appears on the screen.
Expected:
No popups. Command exits with error in the cmd window and returns an error code.

Implement -silent argument. Something like that: tvnserver.exe -controlservice -reload -silent
