When starting a new project and assigning a project manager, one picks the manager, then the location. It would work better if you chose the location first and the drop down list only included managers in that area. Another solution (which would allow you to take a manager from somewhere else) would be to have the base location listed next to each potential project manager. As it is, you can't tell where a PM is from.
