#1 Improve device setup

Currently device initialisatin is done synchronously
from the sys_init state. This is not the way it should
be. Ultimately a separate device manager is needed,
which sets up devices ansynchronously and is capable of
restarting devices, should they fail.

For this, some messaging is needed, which needs to be
in the arch/src tree.
