#14 Put DTD on-line

Would like you to make the DTD available at a url like: http://vjdbc.sourceforge.net/vjdbc.dtd so I can put at the top of my XML file:
<vjdbc-configuration xmlns="http://vjdbc.sourceforge.net/vjdbc.dtd">
which is helpful for validating that the XML is good.
