The closest thing I've seen to a description is what's
on the Summary and Home pages for the project.  I
think it's both good and bad - we don't have a lot of
direction, but we also don't have any restrictions.

For me, the description that I am most interested in
is the one which compares Visual Swing to Visual
Studio (probably version 5/6).  I think it's a well
known environment and would be fairly easy to use as a
model.  The other environment that I'd like to
incorporate is the Mozilla Composer tab-like,
multi-view concept.  This isn't too far a leap from
the Visual Studio idea, except that the code and gui
are better separated in Composer.

Scott, would you be interested in compiling the
feature list as we hash it out on the mailing list?
