The closest thing I've seen to a description is what's on the Summary and Home pages for the project. I think it's both good and bad - we don't have a lot of direction, but we also don't have any restrictions. For me, the description that I am most interested in is the one which compares Visual Swing to Visual Studio (probably version 5/6). I think it's a well known environment and would be fairly easy to use as a model. The other environment that I'd like to incorporate is the Mozilla Composer tab-like, multi-view concept. This isn't too far a leap from the Visual Studio idea, except that the code and gui are better separated in Composer.
