[Visualpython-users] controls bug

Leau gave a very clear report of a bug with sliders (in 
visual.controls), for which I'm grateful. It turned out that the 
controls module never had treated a nonzero minimum correctly for 
sliders. I attach a corrected version (and I'll update VPython 
installers soon). On Windows, this goes in 
C:\Python24\Lib\site-packages\visual.
