Yet more corrections to the handling of arrows in povexport. It's just 
possible that arrows are now exported correctly in all cases, in that 
the code for shaftwidth, headwidth, and headlength now mimics as near as 
I can tell the Visual C++ code. Dunno why this has been so difficult for 
the several of us who have made repeated attempts!
