[Visualpython-users] Improved Windows 5.0 installer

It was pointed out that IDLE for Visual 5.0 wasn't configured as 
advertised. There is now an installer at vpython.org which corrects the 
errors. In particular, it puts a Visual entry on the IDLE help menu.
