I haven't looked at this in some years, but at one time there was a Python installer available at python.org that did NOT require administrative access to a Windows machine but could run from any accessible storage. The corresponding thing for a Mac is that all of the relevant stuff is in /sw (other than X11). But you would need administrative access to create /sw and move files into it. Maybe someone knows a workaround, though; I don't.
