[Visualoberon-win32] Final version of attributes module attached

I've attached the final version of the attributes testing module.
If anyone has any improvement suggestions, feel free to make
the changes yourself as I'll be busy on other projects.

What is missing are some flags for determining whether to use
Unix-attributes or just PC-attributes.  I'm not sure how you would
want to implement this.  The attribute functions for the PC
attributes always return FALSE at the moment.

Some flags probably also have to be added around the date/time
include files and the functions I call.
