#25 Channel menu items for op commands don't work for halfops

Half-opped users (+h) are able to perform certain op
commands, but the menu items on the channel nick list
popup are only enabled when the user is opped. Either
the op magic should work for both ops and halfops, or
there should be a separate magic for halfops.

WORKAROUND: The halfop commands can still be used by
entering them (/mode, /kick, etc.) or by right-clicking
an Active Nick and using that popup (which has no magic).
