Interesting. One of my test boxes here uses 3.1.5 (on Gentoo) and the build 
is fine.

Idea. Some distributions do compile gawk with locale-sensitive configure 
options. So check your LANG and LOCALE settings - mine are:

> LC_NUMERIC="POSIX"
> LC_TIME="POSIX"
> LC_COLLATE="POSIX"
> LC_MONETARY="POSIX"

> LC_ADDRESS="POSIX"
> LC_TELEPHONE="POSIX"
