The lag occurs after the page loads. For example, when I go to
www.creativecommons.org, the page will load just fine, but then
scrolling up and down will take AGES. Same with trying to do anything
else on it. I know that the problem is not creativecommons.org,
either, as I've seen it elsewhere.

I doubt that it is a Vimprobable problem, though, as I can replicate
it on the other minimalist webkit browsers Surf and UZBL, but not
Chromium nor also Firefox.
