#56 Reporting bugs and pending bug reports

Hello,

I failed to find anything about reporting bugs in VIM
itself on vim.org. Yes, there is something in the help
file, but it does not seem to tell me whether I can
look at existing bugreports (to avoid duplicate
reports). And even though the information is in
help, I'd still expect it to be on the web too.
