[Vimcdoc-translate] encode convert problem

All,

I'am trying to convert all docs to utf8 and am having problem with=20
2 files: map.txt and usr_24.txt. The others are converted fine. I've
tried several different approaches (iconv, vim (which uses iconv  I
believe, NJstar, gedit, etc) and all of them failed. Anybody have any
idea?=20

Can the original author try it?
