The most authorative definition of this word can be found on page 241, "The C Programming Language" (K&R): locale issues, that is, properties that depend on local language, nationality, or culture. This word is widely translated to the Chinese word of "ÇøÓò <qu yu>". In my opinion, another word would be more appropriate: ÏçÍÁ <xiang tu>. Happy New Year!
