[Vimcdoc-translate] new guides.txt

All,

As a result of talking to Bram, I've commited a new version
of guides.txt accordingly. The hilghts are below:

1. encoding: utf-8 has to be used.
2. date translation: 'Last changed' in the first line has to be
    translated and the _translation_ date has to be put in.

Please do a update and read it.

wandys, if you can update the guide page in our WIKI site,
that would be great.
