[Vimcdoc-translate] a todo list

Hello all,

I've just checked in a TODO file into 'data'.
So next time you feel bored and like picking up something new.
Take a quick look at that file. I'd say the most important and
interesting ones are that which is listed in the 'don't need
to translate' :-)

The file is a quick hack. If anybody have any comments, feel 
free to discuss it here.
