hmmm. You are on Windows. This is a scp url. So you probably need
a scp client - say winscp2. And then try to connect to 
shell.sourceforge.net with your id and password. You will see a
sorta ftp client interface where you have local listing and remote
listing. From the remote listing, go to the directory above and 
copy that file.

For Linux user, this should be easier. Simply do:
scp us...@sh...:/bla .
