[Vimcdoc-translate] Chinese quotation mark

Guys,

Are you having problem with the Chinese quotation 
marks? It looks like I am anyway. Any line that
contain a Chinese quotation mark will be rendered
wrong. And when you move the cursor along the line,
text appears to change places. Currently, I stick
with English ones. What do you see? I think XP is
OK.
