[Vimcdoc-translate] project status and direction.

Hi all,

It has all gone very quiet these days with C.Y gone and 
wandys nowhere to be found and .. I've been lazy myself. 

OK. For the foreesable future developement of this project,
I think we should concentrate on getting those usr_??.txt 
finished _and polished_. We've gone to 41 so far and snoopy
is taking on usr_45.txt. We are not far from this goal. Our
last release was 0.1, which was dated last december. Next 
release will be when we finish these files.

For myself, I will be finishing the 41.txt and review the
existing documents.
