[Vimcdoc-translate] status request

I finally decided to submit usr_20.txt last night, 
(I had some partial work at the beginning with
vimcdoc)
though the chapter might have someone already working
on (that's the status over a month ago, and I assume
the translator may have dropped the work).

I hope this situation won't happen in the future.
We need a reliable and authorative way to communicate
with the status and progress of this project.

The new web site doesn't have the status page, or I
have overlooked? 

I still have some time to do a few more chapters, 
preferrably in between usr_20 and usr_30.

I remember that wandys had done or taken 29 and 30.
And I've completed 20, 22, 24 and 26.

Please let me know if anybody occurrently working on
any of 21, 23, 25, 27 and 28.
