May I suggest the following:

1. Use Chinese punctuation for ',' '.' -- douhao, juhao.
2. Anywhere else, I prefer English.

besides, I wouldn't make any mandantory rule. It is all
down to the discretion of the translator. As long as it 
makes sense. I do agree with wandys and Ken in that we 
should use Chinese as much as we can since we are writing 
in Chinese and our audience are chinese.

Open to discussion. Maybe the others have some ingenious
idea?
