[Vimcdoc-translate] *draft* of translation guideline

Hi all,

Please update your sandbox. I've added in a guides.txt in 
'data' and checked in a new 'dict.txt'.

This is to make sure that we translate *as a group* not
as individules. I think there should be compulsory ones 
and recommendations. E.g things like 'folding' has to be 
translated into one word in all the documents.

These are all *drafts* and they should be dynamic as well.
 I am only starting these to ask your
opinion. It is more of a place-holder for you guys to 
contribute than anything. So please do take a look (won't
take you long) and see what you think. Either it is great
of crap, please discuss them here.
