[Vimcdoc-translate] quickref.txt - ready for review

Hi all,

I've just checked in the latest effort of the quickref.txt.
Everything is done except for the millions of settings. I'd
like you to review it (I think we have to have some kinda 
such a mechanism). Since this file touchs almost every major
aspect of Vim, it would greatly help us in uniformity. 

Looking forward for your comments. I will not work on this
file again for a few days just to make sure all the comments
are in so take you time.
