There is no cygwin package for latex-suite. By "...testing with
cygwin..." I meant that latex-suite operates well with the cygwin
tools such as grep, cat etc which latex-suite occassionally calls upon
(and needs). Therefore, if you install cygwin, install latex-suite in
the standard manner (i.e unzipping the latest (development) version
into your ~/vimfiles directory) as detailed in

In addition, you could set
set shell=3Dbash
which will be an added advantage of using cygwin.
