It seems that if you have

let g:Tex_UseEditorSettingInDVIViewer = 1
let g:Tex_ViewRule_dvi = 'kdvi'

in your texrc then latex-suite will issue

silent! !kdvi --unique file:foo.dvi\#src:12file.tex &

when you press \ls. Which should be what you want to happen...

Isn't it?
