#1 make and make install restructure

Question:
While package a tarball by bin/Makefile, can not find ../Common.mk error occurred, so need to restructure the folder for making.
Target:
1. use make to package Vim-helper tarball and a Vim-helper-dev development package.
2. while unpackage Vim-helper and Vim-helper-dev package, we can just run up install GUI or "make install" function.
