[ViennaCL-support] Create a Matrix from vectors

Hi!
I woul like to know how to create a matrix on CPU from vectors
(std::vector<ScalarType>) or from arrays of double.

I need this because I'm reading from a HDF5 file 3 vectors that represents
index_x,index_y and value of a Sparse Matrix in matlab.
