#37 make trailing / on config file paths always optional

There are at least a few places where directories that
are configured in vesta.cfg either must have or must
not have a trailing /.

Places where it's needed should check for it and add it
if it's not there, places that depend on its abscence
should check for it and remove it if it is there.
