Change the plugin manager behaviour not to expand the plugin resources (those not under WEB-INF) directly into the vqwiki webapp once but expand them at startup each time into a work directory /WEB-INF/plugins-work as to allow loading resources from the zip directly.

If the resource file is already present at the vqwiki webapp level with the same URL path, this should have precedence over its copy under /WEB-INF/plugins-work
