This patches are against the experimental branch.

They implement(hardcoded parameterrss for now) O'Neals atmosphere and terrain light scattering shaders.

Issues:
- Ogre code uses logarithmic z vs vegastrikes z partitioning.
- Light direction is passed incorrectly(hardcoded for now).
- Atmosphere mesh culling needs to be fixed for the camera in atmosphere case.

    Light direction issue is fixed in data2, veagastrike2 patches. Please use them instead of the original ones.
