This is normal behavior, as only root or users in the sys group can
modify printers, at least according to the default settings for cups.

In searching on this error message, I found that it's been an issue
from time to time with previous versions of cups 1.1.x as well as with
cups 1.2.x. Here is a link from Mandriva's bug tracker, for what it
may be worth to us:

There was an especially big stink with the latest Ubuntu when cups
1.2.0 was released.
