#22 causes Win2000pro to not load! Help!

Installed VDMS, no apparent problems, asked me to
restart...
Restarted, Win 2000 professional loads until starting
screen finishes. Then *click* the computer restarts...
no error dialogs nothing. Will do this with "safe
mode", all the "safety" starting options available.

What can I do? Help!
