Weird, you should at least be able to run it by hand. I have checked, and it's a 32bit application so it should run on yours (I only have 64bit).
It sounds to me like the file is corrupted. Try to redownload it. The file msvc_caller.exe shoud be 196kB and the MD5 is FB782CB760F5A86106072DDED2A7B51E

Hi,
It seems that make is not able to launch msvc_caller. Build output:
make.exe[2]: execvp: msvc_caller: Bad file number
Also, if try to run msvc_caller.exe by hand, Windows says it's not a valid Win32 application.
NetBeans 7.3.1 on Windows XP, 32bit
