Actually SMCCHAT is not considered a real ircd since the fact it lacks a lot of features and functionality. vbIRCd's source code was actually developed in 1998 of November in a product of mine called IRC Serv, which of course was not a big success, therefore I killed it and bright it's source code into open source for people to have it's code, since I had no more use for it privatly.
And I don't think you checked the registration date of vbIRCd and SMCCHAT projects of sourceforge since you've stated that SMCCHAT is several years ahead. It's only registered ahead by 1 year, 4 months, and 5 days with in sourceforge.
vbIRCd was posted at www.pscode.com before registered with sourceforge, and vbIRCd has gained more users with sourceforge than with the posting at pscode.com.
SMCCHAT needs a whole lot of work and development, and so does vbIRCd before it's networkable. vbIRCd's core is almost 4 years old, but the source code of IRC Serv has almost completely disappeared and turned into vbIRCd's source code since I've redeveloped the code to make it proform better, and make the server more valuable.
I should maybe write a small article about vbIRCd's past, naw... That'll take too long. ;)

My main point is that vbIRCd is the first fully functional open source Visual Basic IRC Server that actually works.
SMCCHAT still has some pretty bad bugs, it crashs and burns when you try to use it like a real IRC Server, beleive me I've tried messing arond with it, and it's just a mess.
vbIRCd is good, clean, and developmental code.

vbIRCd is not the first VB IRCD released under GPL. At least SMCCHAT (sourceforge.net/projects/smcchat) is several years ahead.
