#4 Force default property scope

In the actual code, properties with no scope go to one
Exit function with one Debug.Print in doDecl sub
(VBDOXLNG.clsbuilderVB). I don't know if is a bug.
I do not understand still the codebut I have patch
ReadLine function in VBCLSLIB.clsParser.
It's to force to put the default scope in de property
