The only way to use the massive cheat database is patching ROMs, but that is't good...

You may add compatibility with this cheats database in the VBA-M emulator:
http://cheats.gbatemp.net/GBA/

like NO$Zoomer supports USRCHEAT.DAT for NDS, this isn't hard to do if NO$Zoomer was made by only one people.

    Maybe, just saying maybe.
    You could just change the way the existing cheat system saves cheats to say .xml format and code. Then just add the ability to search the file/files for the game you play.

    I think that would be an easy start and the database itself can be downloaded seperatly.
    And users could make their own database. Then you could focus on making a more robust system later on.

    I likes that! VBA-M should be must have cheat database just likes No$Zoomer. Just only put all GBA games into one database and so very easy to copy the cheat codes into the cheat dialog without finding them on many website.
