Most of the topics I've read deal with multiplayer via internet/LAN, etc but don't deal with the GBA's original cable link. Is it possible to implement multiplayer with a real GBA via USB cable?

Probably not. USB doesn't have the low latency that the GBA's native multiplayer protocol demands.

I think that this is much more a matter of hardware than software.
Just as the adaptors to attach playstation's joypads to the PC's parallel and usb ports.
If someone create the hardware, the software will come.
The question is whether the software can react fast enough. At the latencies that GBA games require, that's not necessarily a given.
