In later versions of eclipse, his will install from eclipse marketplace, but no preferences will be available (rendering it useless). No errors or warnings are given.
To get around this you have to install eclipse 2.0 style plugin support from 'install new software' using the URL http://download.eclipse.org/eclipse/updates/4.4
Do that and reinstall the plugin from the marketplace and all should be well.
