0.3.2 is a new enhancement release that adds a new bandwidth-limited simulator, as well as separating the ID assignment from VAST's main functions, so that a separate unique ID assignment
mechanism may be used with VAST. However, a default 'vastid' class is still provided for centralized ID assignment. Note that starting from
this release, we will no longer maintain a VC++ 6.0 build.
